Which country is most reliable NON 3D

As we all know, United Kingdom cvv2 are dead right now. I mean you might be lucky and score 100GBP before the bank forces 3D secure (VBV/MSC). I am looking for countries which don't require such security in general. Hopefully you understand the question, and i may reward depending on success rates.

USA CCs still are non VBV, but of course some of them, not all.

It's not a country by country basis but bank by bank, although I can tell you that most south and east euro cards are non vbv
