I know most of you don't do the dumps and clone card business, but for those of you who do, do you need to use the same country clone card, because it will not make such sense using a US Card in Germany all of a sudden right?

Does the Dumps need to match the country you will be using the clone card in?

Also the transaction for like a Brazil cloned card with PIN should go on Germany ATM if the card was cloned correctly and the PIN is valid?

There is no right answer for your question. Only rights BINs.

First of all there are BINs that don't have region block. So if you use the card in another state or another country this cards will not be flagged or blocked because they don't have region block system. Then depending on the source of your Dumps there could be cards that are region blocked but the bank knows that the owner is travelling. For exemple if your source is a German ATM and you get a US card from it. Most likely the card owner already call the bank to let them know he's gonna be in Europe or Germany for a few weeks and the bank will allow any transaction in Europe. So you will have in your hand a US card, but because you got it in Germany, 90% that card will be good for every Europen country for the next 2/3 weeks.

About your last question this really depends on the country the card is from. I can tell you that if you have a BR card, even with PIN, it will not work in Germany. Brasil have big security systems targeting international transactions. But for exemple a Spain, France, Italy card with PIN will work in Germany without any problem. Even a Japanese or South Korean card will work in Germany if you have the PIN. Again this issue is country by country. A lot of European and Asian countries don't have region block if the transaction is done with PIN or Chip + Signature. So you will need to test this country by country and learn
