mobile #'s for spamming

hello, I am wondering what the best way would be to collect bulk mobile phone numbers for spam.

SMS leads are available for a low price from thru sellers. I believe it's around $10 for 1,000 leads or so. However, I am sure that they use a script to generate these numbers or obtain them through spam leaks.
