Do these sites with gift cards and PayPal work?

I've seen a couple websites that are selling 3-4k gift cards for 70cash and $60 for $500 in paypal are these actually legit and has anyone done this before? It just seems to good to be true lol. The hidden wiki has a couple sites that say not scam??
