Using dead ssn with fullz to create a workable CPN is it possible?

I see a lot of mixed and contrasting info on what to use to make a CPN.
I hear you need to find unused SSNs.
Well, I jut created a few that had the right state prefix and odd numbered middle prefix (two numbers) and random last 4. These all came up as invalid on the SSN validator.
Can I use these?
What about a dead persons fullz? Will a dead babies SSN work? What if it was 20-30 years ago?
