But to answer your question, the Bank Identification Number is used because all banks use diffident methods of preventing fraud and different card issues might cater to different (richer) client types who are more likely to be spending abroad often and in high amounts, so knowing those bins will net you a lot more then just getting a bunch of random cards and setting off Joe Smoe's bank fraud alert when you go trying to card yourself a $25 amazon giftcard, While Richy Rich's card wouldnt bat an eye at your using the card to send youself a $500 venmo transfer.
So whats a bin, it's a bank identification number, how do you use it, you test as many different bins as you can and find which ones work best for your particular cashout method then you try to only buy those BINS (most cvv sellers will let you specify what BINS you want if you ask).
