wouldn't reinitializing the mac address on each boot in a virtual machine do the job of changing your mac address? its also debatable if this is even needed

No, I don't think so. You're creating a hard disk in the VM and unless you bridge another NIC or something it'll change but if not it's going to use your hosts NIC. So you can only spoof the MAC not change it. In Windows using TMAC will work but you'd have to do it every time you boot into your vm. That would be easy to test but I don't want to lol.

in that case what function does the 're-initialize mac address' option have in virtualbox if it doesn't change the mac address? i've always had problems with TMAC so it'd be good to know i didn't have to use it lol.

I've only ever used it in tails and macchanger on linux distros. TMAC should be pretty straight forward.
It just says on the tails website the MAC address function doesn't work on a VM in tails. Tails is always better alone without a VPN* on a burner device via a removable media.
