How do cc’s work?

Ok I have a basic understanding at least that I know off, cc are credit cards that you can buy things with however I’ve heard that for them to work they need to be cards that are in your same city. Can someone with more knowledge then me explain

When buying a credit card and planning to use it you have to match your location to the owner of the card. If not your purchase will be marked as fraud. This is just basic security.
Use socks5 or an RDP when wanting to 'change' your location.
