This one brought on alphabay was supposedly a non vbv 402396 although declined when tried to use.

There can be countless reasons, from balance, limit or bad settings etc.., this does not mean that the bin is not good, if you are a carder you should know not every time works.

Bro the bin is only to identify the card issuer/bank, you can't do nothing only with the bin.
