Buying Physical Prepaid Visa/MC Card?

So theres a black drug seller in my ghetto neighborhood that comes to my place and sells a shit ton (100s) of $100 giftcards that are sealed and packaged like a normal one, Mastercard, VISA etc from banks but prepaid. Lots of my co-workers have been buying from this dude for 60 a piece and using that card on Paypal or using it to create a moneyorder. I have seen it myself, it works.
I happened to be talking with one of those seller and he let it slip that they buy from the deep web markets but he shut up after that. Can you guys tell me more about this?

I am not a guide seller, I usually give away pdf's, but that's good. I have learned a lot through trial & error.
